The addition of chrome makes the the 4140 tougher than the 1045. If I didn't have any 4140 I'd use 1045. If I had to buy some steel I'd buy 4140. the 4140 specs don't show it, but the proper welding rod for it is also 7018. which makes it easy for building tooling. Weld then heat treat.
1045 is a medium-carbon steel, made with 0.45% carbon. Medium-carbon steels are stronger than low-carbon steels, but not as easy to weld, and can be tempered by quenching.
Now I have my 4140 machining woes sorted, I wondered if 1045 is likely to machine similarly to 4140, or in fact is likely to be even easier? From what I understand both have about the same carbon content, and I probably don't need the tensile strength of the 41xx. 1045 is half the price of 4140 and I suspect will machine easier.
4150 is commonly used in lawn mower blades and I have seen plenty of good knives out of them. 4140 is useable due to its alloy but its more along the lines of something I would use for hot tooling at the forge. 1045 again medium carbon about the same as 4140 but I would use the 4140 before that 1045.

Hi guys, Can anyone comment on weldability of carbon steel AISI 1045 & low alloy steel AISI 4140. Welding staff around me state that weldability of 4140 is better then 1045. Thus, in material selection during design they always go for 4140.

So does that mean 4140 would be "just as good"? Not for me. For me, a civilian, 4140 would be better not in performance terms but in cost-benefit terms. If for my usage I have a choice between two types of barrel steel, and neither one offers me any measurable benefit over the other, the best choice is the least expensive of the two.
